Article One: Name

The name of this organization shall be the Campus Council on Family Relations, hereafter referred to as CCFR.

Article Two: Purpose

Section One: CCFR shall be a nonprofit educational and professional organization.

Section Two: The purpose of CCFR is to provide opportunities for individuals interested in family relationships to (1) plan and act on issues relevant to marriage and family life, (2) establish professional standards, (3) promote and coordinate educational efforts, (4) encourage research, (5) disseminate information, and (6) influence social action.

Article Three: Affiliation with the National Council on Family Relations

Section One: CCFR shall be affiliated with the National Council on Family Relations, hereafter referred to as NCFR, and shall work in cooperation with it.

Section Two: A copy of these bylaws, as adopted and amended, and results of elections shall be filed with the NCFR Executive Director.

Article Four: Membership and Membership Dues

Section One: Any individual dedicated to the purpose of CCFR shall be eligible for membership upon payment of dues without regard to Race, Color, Sex, National Origin, Religion, Disability, or status as a veteran.

Section Two: There shall be two categories of membership: Active (both NCFR and CCFR members) and Associate (CCFR member only). At least ten (10) students and/or faculty shall be members of NCFR at all times in order for CCFR to qualify for affiliate status.

Section Three: Only Active members shall represent CCFR in its affiliation with NCFR.

Section Four: Dues for members of CCFR shall be established by the CCFR elected officers and are subject to change by a majority vote of the Executive Board.

Section Five: At least one full-time, tenured faculty or staff member is required to serve CCFR in the capacity of Faculty Advisor. Said Advisor must be a member of NCFR. A minimum of one Faculty Advisor must be at each CCFR function. The Faculty Advisor shall be responsible for the guidance of CCFR and its operation and shall establish and maintain good relations with the UCO Administration.

Article Five: Officers

Section One: The officers of CCFR shall be (1) President, (2) President-Elect, (3) Secretary, and (4) Treasurer. The President, President-Elect, Secretary, and Treasurer shall be elected by the membership for a one-year term. All officers may be elected to serve two consecutive terms of office. All officers must be Active members of CCFR.

Section Two: The elected officers shall take office at the conclusion of the spring semester.

Section Three: The elected officers shall be in good standing with the university and must maintain an overall grade point average of 2.5 or better.

Section Four: In the event an officer cannot or will not carry out his or her duties OR the officer is discovered to be involved in activities which are considered to be in violation of the code of ethics, constitution, or bylaws, that officer may be removed by consensus of the faculty advisor and majority of remaining officers.

Article Six: Duties of Officers

Section One: PRESIDENT. The President shall perform all duties assigned by CCFR. The President shall preside at all business meetings. The President shall represent CCFR in the NCFR Association of Councils. The President shall be able to create ad hoc committees and shall serve as an ex-officio member of all committees except when nominating officers.

Section Two: PRESIDENT-ELECT. The President-Elect shall be responsible for membership and recruitment of members for CCFR and NCFR.

Section Three: SECRETARY. The Secretary shall keep the minutes of all CCFR meetings. The Secretary shall handle official CCFR correspondence in conjunction with the President.

Section Four: TREASURER. The Treasurer shall record all financial transactions and shall disburse funds as authorized by the CCFR officers.

Article Seven: Sections/Committees

Section One: Official Committees of CCFR include (1) Events Committee, responsible for planning guest speaker and professional development meetings along with other events including but not limited to socials; (2) Development Committee, responsible for selecting fundraising events and securing funds and donations from the campus and community; (3) Service Committee, responsible for choosing service projects or other projects related to family support and well-being; and (4) Membership/Publicity Committee, responsible for the solicitation of new members and the publicity of CCFR, NCFR, and related materials.

Section Two: Additional Sections or Committees may be formed with the approval of the officers in order to meet the needs of the membership.

Article Eight: Meetings

Section One: CCFR shall hold its general meetings at a time and place to be chosen by the CCFR officers. General meetings shall be announced at least seven days in advance per UCO Student Handbook regulations.

Section Two: Meetings of the CCFR officers shall be called by the President at such times as he or she deems necessary, or by petition to the President by a majority of the Active CCFR members.

Section Three: The guidelines governing the organization shall be the latest edition of Robert’s Rules of Order in accordance with parliamentary procedure.

Article Nine: Election and Voting

Section One: Each Active CCFR member is entitled to one vote per election. Associate members do not have voting privileges.

Section Two: CCFR elected officers shall be elected by the membership under policies and procedures established by the officers. Graduate and upper-level undergraduate students who are Active CCFR members are eligible for nomination and election to an officer position.

Article Ten: Executive Board

Section One: Governance of the affairs of CCFR is vested in the Executive Board. Therefore, the Executive Board shall be comprised of the faculty sponsor(s) and elected officials of CCFR.

Section Two: Meetings of the Executive Board are mandatory and shall not be missed unless advance permission is granted.

Article Eleven: Social Action

Section One: The President is chief spokesperson for the organization and shall present the views of the organization in response to social issues and legislative action relevant to family life.

Section Two: Official statements of CCFR positions shall be subject to approval by a majority of the membership.

Article Twelve: Amendments

Section One: Amendments to the bylaws may be proposed by the officers or by petition of at least fifty percent (50%) of the membership of CCFR. Proposed amendments shall be presented to the general membership at least thirty (30) days prior to voting.

Section Two: Amendments to the bylaws shall become effective if accepted by a two-thirds majority vote of the Active CCFR members voting.

The Campus Council on Family Relations (CCFR) seeks to provide a forum on the University of Central Oklahoma (UCO) for students and faculty to share in the development and dissemination of knowledge about families and family relationships, establish professional standards, and work to promote family well-being.
